Local transfers

As of FXP.One engine V1.1 and up the engine now supports local transfers (local to the engine, possibly not the GUI).

If a site definition has the hostname defined as:

HOST=<local>

it is considered a local site. FXP.One engine spawns a second processes that simulates a FTPD to do all local commands. Unfortunately, even though the keys:

USER
PASS
PORT

are not needed they have to be supplied when the local site is created they need to be supplied. Their values are ignored.

The following features are supported with local transfers:

AUTH - Supports SSL/TLS
CCSN - Supports third party SSL transfers/secure FXP.

This code is experimental, and still have issues on the Windows platform.
